HWPL : National Leaders in Eastern Europe Seek Cooperative Measures for Peacebuilding in Association with an International NGO in South Korea

 

On 16th of September, a peace talk in search of the fundamental solution to put an end to the war was hosted by a UN-affiliated NGO, Heavenly Culture, World Peace, Restoration of Light (HWPL) in Goseong, South Korea.

 

‘Goseong Peace Talk’, which was jointly organized with International Centre for Black Sea-Baltic Studies and Consensus Practices (Centre BBS), sought the means of collaboration for the implementation of peace project suggested by Centre BBS and the establishment of the international law for peace based on the DPCW.

 

Topics of the talk on the roles and responsibilities of global leaders for cessation of war were as followed: Fundamental solution for the cessation of war; Cooperative measures to develop the DPCW into a legally binding document; Cooperative measures to achieve peaceful unification of the Korean Peninsula; HWPL’s cooperation for Centre BBS’s ‘World Peace Order Project’.

 

Regarding the main topic of the meeting, the Declaration of Peace and Cessation of War (DPCW), Mr. Pravin H. Parekh, President of Confederation of Indian Bar, highlighted the principles of the DPCW and its value.

 

“The DPCW reaffirms the principle of equality of national sovereignty and encourages the State to promote international peace in consultation with other countries on the premise of mutual respect, equal rights and self-determination rights of all people. Also, it mentions all the elements that can cause war and conflict and tries to prevent it from evolving. Based on this declaration, HWPL is making a real war-ending peace activity with family of peace.“

 

The peace talk concluded with the presentation of ‘Goseong Agreement’ and MOU between HWPL and Centre BBS to advance their collaborative efforts for peacebuilding in the world as well as in the Korean Peninsula.

 

The ‘Goseong Agreement’ was written in conforming with the joint action to present the DPCW to UN for its adoption, to support the peaceful reunification of the two Koreas, and to form the sustainable relationship to fulfill world peace.

 

H.E. Viktor Yushchenko, Former president of Ukraine, said “If a country is attacked, no one is safe, because we are one. What we are going to talk about is solidarity. We need to get the signatures of a million people because it can bring many people to affirm the solidarity. I think Chairman Lee of HWPL is doing great work to gain support from many people in various countries. We are becoming one. The work we are doing is the way we unite.”

 

The members of Centre BBS, expressing regret over the division of the Korean Peninsula caused by the Cold War, had a deep discussion on the ways to support and cooperate to end the decades-long division of the peninsula.

 

The countries of the Black Sea region that experienced the Cold War since the 2nd World War have continued their efforts towards freedom of the people, democracy, and self-determination. The ‘Belavezha Accords’ of December 1991 virtually disbanded the Soviet Union in its 69-year history and laid the foundation for democracy in Eastern Europe today.

 

The majority of Centre BBS including Ms. Iryna Vereshchuk, H.E. Gennady Burbulis, H.E. Viktor Yushchenko, H.E. Stanislaw Shushkevich, Hon. Emil Constantinescu, and H.E. Petru Lucinschi, attended this peace talk, was the leaders of Eastern Europe who led the ‘Belavezha Accords’.

 
Stressing on the responsibilities of the global leaders to work together for peace according to the pledge on this peace agreement, Chairman Man Hee Lee of HWPL said, “I hope this talk would create new future and form a peaceful world. We know that everyone wants peace and the end of war. I haven’t seen anyone who wants wars. When we achieve peace, our future generation will remember us forever.”

قادة وطنيون في أوروبا الشرقية يسعون إلى اتخاذ تدابير تعاونية لتحقيق السلام مع (HWPL) الكورية الجنوبية للسلام


استضافت منظمة (HWPL) غير الحكومية للسلام التابعة للأمم المتحدة في 16 سبتمبر "محادثة سلام بحثاً عن الحل الأساسي للحد من الحروب"، وذلك في مدينة غوسونغ بكوريا الجنوبية.
وتسعى محادثات السلام في "غوسونغ" والتي تم تنظيمها بالتعاون مع المركز الدولي للدراسات والبحوث المتعلقة بالبحر الأسود – البلطيق (BBS)، إلى إيجاد سبل تعاونية مشتركة جديّة لتنفيذ مشروع السلام المقترح من قبل مركز (BBS) ووضع قانون دولي للسلام بناء على مقترح مبادرة السلام (DPCW).
وتضمنت موضوعات النقاش أيضاً عن أدوار ومسؤوليات قادة العالم في توقف الحرب من خلال وضع حل جذري لوقف الحروب والسعي نحو خلق تدابير تعاونية جادة وفق قوانين إلزامية، إلى جانب العمل على تحقيق الوحدة السلمية لشبه الجزيرة الكورية، عبر التعاون مع منظمة (HWPL) مع طلب السلام المقدم من مركز (BBS).
وعلق السيد برافين هـ. باريخ، رئيس الاتحاد الهندي لنقابة المحامين في حديثه حول المحور الرئيسي للمحادثة "تسليط الضوء على مبادرة إعلان السلام وتوقف الحرب" بأن الاتفاقية تؤكد على حظر الأسلحة الكيميائية من جديد والمصادقة على مبدأ المساواة في السيادة الوطنية وتشجيع الدولة على تعزيز ونشر السلام الدولي بالتعاون مع البلدان الأخرى على أساس الاحترام المتبادل والحقوق المتساوية وحقوق تقرير المصير لكل للجميع، ذاكراً كافة العناصر المسببة للحروب والصراعات ومحاولة منعها من التطور، مشيراً إلى جهود منظمة HWPL الرامية إلى تفعيل السلام الحقيقي في العالم.
واختتم الحديث عن السلام بعرض "اتفاق غوسونغ" ومذكرة التفاهم بين منظمة (HWPL) ومركز (BBS) الهادفة لتعزيز جهودهما التعاونية نحو بناء السلام في العالم وكذا شبه الجزيرة الكورية، كما تم إبرام "اتفاقية غوسونغ" بصورة توافقية والعمل المشترك لاستخراج اتفاقية تنص على حظر الأسلحة الكيميائية وتقديمها للأمم المتحدة لاعتمادها، ودعم إعادة التوحيد السلمي للكوريتين وتشكيل العلاقة المستدامة لتحقيق السلام العالمي.
وقال سعادة الرئيس السابق لأوكرانيا السيد فيكتور يوشينكو: "إذا تعرضت دولة للهجوم فلا أحد آمن لأن الجميع واحد، وما نعنيه هنا هو وجوب التضامن، فنحن بحاجة إلى الحصول على توقيعات مليون شخص لجذب عدد أكبر للحصول على التضامن، وأعتقد بأن السيد لي رئيس منظمة (HWPL) يقوم بعمل عظيم للحصول على الدعم من مختلف الأشخاص في كافة البلدانبالعالم لذا فنحن واحد، والعمل الذي نقوم به جميعنا هو اتحاد للمضي قدماً".
معرباً عن أسفه لتقسيم شبه الجزيرة الكورية بسبب الحرب الباردة، كما طالب بإجراء مناقشات واسعة حول تقديم طرق جدية للتعاون لإنهاء التقسيم المفروض منذ عقود.
وتواصل بلدان منطقة البحر الأسود التي عاشت الحرب الباردة منذ الحرب العالمية الثانية جهودها نحو تقديم المزيد من الحريات والديمقراطية للشعوب، إلى جانب تقرير مصيرها، وتمثلت في "اتفاقيات بيلافازا" في ديسمبر 1991م من قبل الاتحاد السوفياتي عبر 69 عاماً من تاريخه، أرست من خلالها الأساس الديمقراطي في أوروبا الشرقية.
